Because Humans no they can die that's why...they figure they will wait for others to risk their lives first that way they will see the results if you jump in 1st ur going to be dead so chances are ur not going to see anything because you won't see results. Only way they figure everything out is if everyone goes to green peace like Canada and soon as anyone starts telling our troops no you can't go into a place then we know they are not green peace so they are hiding something from us so will take our chances with them and carry on checking their shit out and so on...they can't hide if everyone is on board.
