There is a theory that when you have been targeted (whether for cloning, for research, for monitoring, etc) you will be implanted with a device somewhere behind your eye or in your inner ear and that when you hear those tones you are literally hearing the frequency, like a hearing-aid gone haywire. The implants can be used for many things -from extremes like mind control to just basic monitoring..like a wild animal who has been tagged. We are just zoo animals to them after all..However, if you have memories of the cloning centers, it may definitely be related to that. How long have you had memories of attending cloning? What happened to you there? Did you speak to anyone while you were there?
