According to Giuliani the State of Pennsylvania’s website says that they mailed out ~1.8 million ballots but had ~2.5 million returned.

Did Giuliani (who’s got a track record of not being a particularly honest guy) simply say this? You’d think he’d be able to reference a specific URL from the site. Nobody (until now) noticed such a large discrepancy on the state’s web site?

But anyway, that ship sailed. Pennsylvania certified the vote in Biden’s favor yesterday:
