I believe that regardless of IQ one can be susceptible. However, I do believe once one is joined to to the energy of the mob the likelihood of ones ability to use their mental faculty becomes handicapped/shackled to the emotional frenzy they are caught up in.

It's exactly this shackling that allows for those capable of whipping these mobs up into controlling them from outside the pull of that emotional charge.
