I imagine the inability to sell Steem is coming from their recent hardfork that allowed them to commit theft from many of the larger Steemholders. I'm surprised exchanges like Binance are allowing the new fork at all, as there is speculation exchanges will be named in the coming lawsuit against Justin Sun, Steemit and the top witnesses of Steem. So glad I was able to finish my large powerdown right before they initiated what in essence will be investigated by the SEC as securities fraud.
CZ, who owns Binance had this to say on Twitter about the theft.

He further explains on Binance how he felt they had to run the new fork as it would leave all Steem on Binance stuck if he didn't

I think in his shoes I would do as Blocktrades and Ionomy have done, and not support the fork. Allow all the users affected by this theft fork be further victims to help ensure Justin pays for his crimes. Unreal he thinks he can just steal 23.6 million Steem from whoever he wants by forking it out of their wallets. One large holder hasn't even logged on in years. The account Theycallmedan spent over 1 million out of pocket to purchase his stolen stake. Justin Sun has lost his mind, and the ramifications of what he has done will set crypto back hard unless it is demonstrated he can't get away with this. If he does, no one in their right mind would buy into crypto if it can just be relieved from ones wallet through such a shady scheme.
