Deregulation sounds good as long as there is a cap , it's therefore up to the consumer to find the lowest price. However, small retailers will suffer as larger retailers are able to keep prices low and benefit from bigger volume sold. It all boils down to economies of scale.
In Kenya, we have an artificial shortage of fuel as companies hoad the fuel looking forward to sell it at higher prices. The Ukraine and Russia war will definitely change the dynamics of fuel prices everywhere on the planet.
