This just feels like stealing from SPS token holders. This will print at least 400 million dec (calling it something else doesn't really do anything), and in the case of people using vouchers maybe more.

This is a step in the right direction to enable all card value to flow into the SPS token. There still remains credits which undermines the whole burning SPS for dec issue.

The best way to help DEC back to peg would be to stop issuing it, e.g. for bonus liquidity pool rewards. This is like a stealth way to devalue SPS since any process minting DEC which doesn't burn SPS is

If we want to maintain scarcity and fairness here is a solution: Use a system similar to the airdrop system for promo cards. Pre-orders can be taken up until general sale. This would work out as: x packs

I think something like this is the fairest way. You can avoid multi-account shenanigans by having the smart contract randomly choose accounts weighted by the number of packs they wish to purchase instead
