Nice article in it's message but I think I disagree with parts of it such as: Governments should incentivize them by giving grants for their projects and publically award them for their achievements I

Oops, you got it wrong @kiwibot. It's actually based on cycles of 24h each. The first cycle starts from when you register and ends after exactly 24h. You are allowed to do x amount of posts in that 24h.
