now i have 35% helios? Is it 20% delegation plus 15% of the total number of helios you have in your wallet? do i just need to have helios inside the wallet? or does it need to be in Stake or if it is short in the trade but not sold yet does it also count?

The minimum to receive the vote just burn 10? 5 in helios-hive and 5 in helios-pob?
