This is a centralization problem and they have a proposal, there should be a counter-proposal. They are not looking out for the best interests of the individual tribes and the individual tribes are better equipped to handle this as they know the content better. They care more about consolidating HIVE within OCD and among the whales they represent than malware, abuse, and predatory phishing expeditions.
