First obvious glitch I experienced today. I accidentally hit the V key during combat and my car spawned in the staircase...
Today I have reached a point of success in my benchmarking. I discovered when I set my Sony Bravia model monitor to 1080p | 59.94Hz the game was immediately performing 10% better than it was at 1080p | 120Hz
I am getting average 50 FPS now outside of heavy combat, where the 35 FPS mark is normal in mid combat routine with explosions and hacking effects.
I turned all my shadows and fog settings to low, level of detail to low, but was able to keep Screen Space Refractions and Ambient Occlusion at Ultra and High. This gives me a nice crisp clean frame without taking away from the refresh rate to post process which is what my CPU can't handle.
The North Bridge on older AMD CPUs is the issue in the FX-4300 series chips. I could try over clocking it further, but I know I hit the limit on Gears 5 where it is now.
Tomorrow I will be trying to play with a higher level of detail to see if it remains about 30 FPS. From what I have now seen on other consoles, I won't complain about a dated AMD gaming build getting 40 FPS average.
