The Steem price you see on the top right corner of the page ($0.21) is the base feed price. This is the price the blockchain uses to calculate the payouts. $0.21 is the correct price right now. It's higher than the current Steem price to prevent to much inflation on SBD conversions (it's a bit technical to explain).

The price on the top right corner is a link. When you click on it you see a chart of the actual Steem price and the base feed price.
