Different places, different ways, that is how I see it. Here, in some part of Canada, we got hit kinna hard. Only after that, that masks, curfews and all were impose. People did it : most of them respected all the rules in places (...getting a 1000$ fine help a bit...).
It went more than 10 times down. Vaccines came in, restrictions were lifted, no more curfews, but mask in public places are still mandatory at the moment.
With big cities and all the public transportations, they are waiting for the majority of the herd immunity to kick in (which should be around the end of august) to remove most of it (I believe the public transportation will remain a bit longer).
I understand the people who don't want to wear a face diaper, that it would be a scam and all, but I think it all about geographics and population density vs number of growing numbers. When you know very heathly young people close to you who gets it pretty bad, you start respecting the rules more ... willingly. You think a little more a differently mostly out of respect, not fear or stuff like that. But yes, when you are not affected other than by what the news tell you, you think its crap and that it is only reserved for the old and the weak, I know I sure did (and do for some stuff) 😅. It took a while, but I have been proven that I was not totally right. So out of respect for others, I wear the mask where you must, I dont care anymore, got use to it and everyone does (except a few exceptions here and there).
