Let me presume that at some point in the past you gave in to temptation and "cut a few corners" to try and get ahead.
I know. Its very tempting. More posts on Steemit more or less means more rewards - and quality is 'almost' optional for many of us and 'actually' optional for a few ('cough' "Place Holders" 'cough').
This past month I potentially missed out on a fair bit of 
However I am more than OK with this because I know that claiming those rewards would have involved blurting out a bunch of semi-developed posts... and that is not my style.
And I believe that
But Enough About Me - This is About You!
OK! So that sounded quite self-promotional.
But in truth that in itself already serves as a beginning to getting 'you' out of your reputation slump. Showing gratitude to each other - for their being active participants within your little Steemit star system - is precisely the sort of attitude that will help you to rise from your current dillemma.
Oh - and if you never 'lost' reputation and are simply new then this will prove helpful also.
Now I know that on Steemit not all persons who lose reputation 'deserve' to lose reputation.
There is a growing movement of people who feel that flags should be used to express the opinion that a person is being "excessively rewarded". I frankly disagree with them. I shall speak of this another time.
Of course, by extension, they support the notion that there be such a thing as excessive reputation - although many among them would deny this (and perhaps truthfully so - being too caught up in a crab-like mentality to have thought their views through fully and with clarity).
A Word on Bullying
Of course it may also be that you have suffered bullying (and yes this 'can' be a problem on Steemit).
If this is the case then I would suggest giving an old post of mine a look through as it might prove helpful (and realize that it will better equip you for the next instance of such than cure against past incidences).
But Let Me Presume That You Have Been Naughty
And the most common way that people are naughty on Steemit is to plagiarize (copy) content that is not their own.
The following elements make acts of copying a bad thing:
Including copied pages of 'this or that' text from any of a variety of mediums (online or offline).
Failing to include clear acknowledgement that what is copied is in fact not your own content.
Failing to link back to sources*.
And, yes, pretending that an idea or concept is your own when you simply liked and stole somebody else's idea.
(*)Now this is a grey area for some. For instance, the images included within my posts are generally not my content and so I always link back to source and indicate that there is a source.
I furthermore seek to insert links to the images - which Steemit simply renders as it recognizes it to be a direct link to an image, not copy paste of the images themselves.
Last but not least, I generally use such images to help illustrate and enhance my writings, not to use them to serve as and 'be' my writings. I personally feel that it is a reasonable tradeoff but not everybody will feel the same way - insisting that all images have to conform to a particular license.
Enough Already! How Can I Get My Reputation Back?
Well, like I mentioned at the start, it is not easy but it can be done.
It Begins With a Soul Searching Exercise.
You will need to think about what 'original content' you want to post about.
The reason you are in this predicament is likely because you ignored warning and advice given to you by other users, and this likely attracted the negative attention of at least one powerful user who decided to use that power to flag your posts.
Whether s/he did so responsibly and with consideration is not as important a consideration as the need to recognize any shortcomings in one's own behavior that led to this situation coming about. Some 'are' a little more aggressive in fighting plagiarism than others - but they very usually provide warnings. Those warnings are ignored at your risk.
Establish Your 'Personal Brand'
One reason why you found such difficulties is likely because you have yet to decide what you bring to the table.
What do you 'want' to post about?
When you find one or three subjects that you feel hyped for, it should be less difficult to produce original text in your own words - without plagiarism from other texts.
Learn From Other Users
These need not be those who make a lot of financial reward on their every post (these are a very tiny exception - sadly) are doing. Notice what habits work for them. You will likely find that what works for one user is not what another successful user is using to succeed. This is great news as it means that there are multiple paths that you can choose.
Adopt little 'pieces' of their style but 'not' their content. The idea is to build your own style.
Be Active
Post interesting things often.
Be consistent. Be sincere.
Be worth following (but do not ask for people to follow you).
As you continue to post original stuff, you will find that the process becomes less difficult and that your creative flow will do so more easily. It helps to write down ideas for posts as they come to you.
Participate Interactively
Posting is only one way to gain reputation.
You can also choose to follow a bunch of users around, properly read their posts and leave useful comments.
Sometimes you need to indulge in a bit of giving to find that such increases the amount that you are being given.
But the key is to be genuine, consistent and thoughtful about it.
A very short comment indicating that you are interested in little else other than an upvote or follow is not going to be received well.
Path of Redemption
You remember those users who flagged your posts and hurt your reputation?
Think about the lessons that you have learnt from them. You may not like their methods but there are lessons to be learnt.
Well the odds are that they aren't 'really' bad guys or gals.
After you have spend weeks (preferably more than a month) successfully establishing your new personal brand, and taking on the advice provided, you could opt to approach your former antagonist.
The manner in which you do so shall be of importance - and I would suggest, if you feel that s/he was correct, to approach that user with a degree of humility.
Be friendly. Be polite always. If you said some bad things in the past then prepare to ackinowledge and even apologize for that.
The purpose of this exercise is to let that person know that you have successfully turned over a new leaf and that you invide him or her to take a look at your provided profile link to witness the improvements.
Also this is an opportunity to ask for his or her blessing to help get you and your reputation back on track.
S/he might refuse. This is OK. Thank him or her for considering it - and ask to be given some advice on how to further improve your posts such that s/he will feel you to be more deserving of such blessing.
S/he might also refuse this. This is also OK. Tell him or her that you are sorry that s/he feels that way and thank him or her for the time given.
Even in this 'bad' case scenario - you take on the higher moral ground - and you may continue to rebuild your reputation without giving that detractor another thought.
But, of course, it is important 'not' to slip back into the ways of plagiarism. Even after you have re-established your reputation - if you return to your old ways, you will find that followers will be inclined to unfollow. Why ruin a good thing? You already showed yourself to be capable of better. Shine on.
