Ideally, yes. But what is happening with these grants is that the state is gaining more and more control over our small, independent, municipalities. The board thinks I am nuts for asking them to stop taking state money. I hope I showed at least of few of them how dangerous that can be at this last meeting. They will have to provide annual detailed reports about our lovely little independent water, electric and garbage services in perpetuity after taking this last grant. I love it here, but I am considering moving to a town that is less eager to be shackled by state-level regulations.
