I have no idea how it works in the other apps, it just seemed strange to me that with 500SP+ you had never seen the slider when you vote. Sorry I can't help you with the other apps. Having your vote set at 15% has the advantage that you can vote a lot more posts and comments, but the disadvantage is that any single vote below 0.02 is basically returned and treated like dust.
