As I understand Hive, I think you partly right because the cost per action vary (from consensus), but if you check the variation is not significant at all.
You can check approx amount of votes on https://hive.ausbit.dev/ and https://hiveblocks.com/. You will notice it doesn't vary a lot from a day to another day.
