Just ignore them. It suppose to be a free market. If they want to earn they need to buy token and power up. If they sell token the price will go down so believers can buy cheaper. It's self balanced system. The main purpose is to distribute tokens. Algorithm don't know who your friend is or family.
I have a question for you, though. How you plan to police and downvote 100M new users when they arrive? If they arrive.
