In my opinion, a large cause of Degeneracy is to artificially make a Crime, where there is no Victim.
When you make 'drugs' illegal, you instantly create a plethora of 'Victim-Less' Crimes, which in turn causes new crimes with actual Victims.
An added bonus of artificially altering an entire Culture as a result, of having new 'Rebellious' products to 'Rebel against' by carelessly self-poisoning oneself to 'free themselves'...

Meanwhile the beneficial and forward advancing aspects of 'drugs' are swept into the void. However you will have a plethora of self-proclaimed 'gurus' tell you that nay, they are the special one that made the important breakthrough, even though it was CIA orchestrated.
