Yes indeed and the simple minded go around repeating that "We are a Democracy".
All part of the Admiralty/Maritime
"Citizen" = "Person" subject to the jurisdiction thereof... or, ANTI-Sovereign
"Citizen-SHIP" = On the ship. Subject to the Captain's orders. This is not the Law of the Land. Not God's Law.
