Had a sabotage dapp idea just after the fork which incorporated both the bandwidth and porn aspects of your example. Decided in the end to not waist my time with it. The idea was if the bandwidth didn't kill 'em then illegal child porn would scare off most witnesses. Consider the idea Open Source if anyone cares to pick up the ball.
