Oddly enough, I have seen the Hair Bear cartoon. It was well before my time, but in Alaska during the 80's and 90's we had a local TV network that only did cartoons... ranging from the 1940's all the way to the 80's. This was just one of many obscure cartoons they filled the hours with. 😁
