I know for a fact many hate much of the stuff they have to enforce. The good ones do what they can to make the best of it, whereas the bad ones embrace the bad laws and use them to bully people they have a thing against.

Interesting thing I've noticed, most cops I've interacted with outside of the US tend to be at least a little less uptight. There's definitely problems with the culture in most policing in America, the militarization of the police and the drug war being the biggies. Fix the culture and the backward laws, and those in the culture will follow. Blaming cops as a group is counterproductive.
