The first fact I want to point out from this article is that time doesn't really exist in the realm of God. Yeah, it was actually called Eternity (time without end), but everything changed when Adam decided to rebel against God and after he left the source of all life (God) the issue of mortality and time came to be for man. So Adam actually lived 930 years after his fall.
So the issue of time is discussed because man is involved else, God is Omniscience and Omnipresence which means He is all knowing of the past, present and future. And He is also present in everywhere at everytime, which means God is already in tomorrow and is not confined by time or space.
Now the big question remains "What does God view as the perfect time for man?" In Galatians 6:10, we see a hint by Apostle Paul to the Brethren. He spoke about how God expects us to do good at every point in time that we have the opportuned to.
This is very accurate because as a child of God, you now have the same love nature as your father, and thus operate like him. So it is expected that at all time you should do goodas you are opportuned.
A good example was the story of the Good Samaritan that Jesus told the people in Luke 10:33-35. He spoke about how a stranger was beaten and robbed on the road,and how this good Samaritan came to the stranger's aid and even paid for his bills.
The good Samaritan never expected to see the stranger but when the need arose for him to help, he did. This is exactly what God expects us to do whenever we get the opportunity, as we do not wait for a particular "perfect time" to act on the word of God.
