I think it's not cryptocurrency encouraging people to make scamming attempts

It was the people's evil intentions, their greed that push them on scamming others.

Cryptocurrency was only a way on how a man can perform his act of scamming, in other words these are only their medium in performing their act.

Cryptocurrency doesn't have any connection in that matter, if you can say that cryptocurrency was the one encouraging scammers 

well I think we can also say that the money encourage scamming

or rather it is the MONETARY SYSTEM who encourage the scammers
