During the time of my mom, their parents didn't value education for ladies because they assume that once they get married , all their educational investment will be for their husbdad ..lol, and so they stopped ladies those days...they limited them, but now, everyone is free to reach their potential

But just like u said , the system is corrupt , it depends on individual, if you really want to learn for ur own good or bribe your way out
