As of now yes! Exchanges like Binance hold a large amount of every cryptocurrency from it's users. They are now a super representative of Tron. They can pretty much do it with most other crypto currencies

As of now, the switch is expected to happen in early 2020. I too think that exchanges like Binance will support ETH staking because it is not possible for every user to hold 32 ETH tokens.
