The Colombian government's excuse was that this money will be used to purchase COVID vaccines, which was enough for the MFI to grant the loan knowing that it will hardly be returned. The idea is to keep the government (and all subsequent governments) under its power is to keep the people under its domination through the constant flow of their income into the coffers of the banks that make up this institution.
