Liking the idea based on burning and 1 vote per account. I don't know how easy this is but what about having a separate "governance" or "voting" token that has no monetary value that people can use on voting proposals by sending to account X with a memo in?

You could airdrop this voting token (1 token per account that holds VIBES for example) and then it gets removed after the vote/poll. Set up a new poll, new airdrop of this voting token...

I'm just thinking aloud, don't know if it will work!
