[Condenser] Add Mobile Cover Image To User Profile
Issue
Due to the fact that cover images are recommended to be sized and set for 2048px, they end up looking horrible on mobile (if even visible).
Solution
Instead of some magic with trying to resize the image and position it depending on screen size, allow users the ability to set a mobile cover image that will be displayed automatically when the screen size is mobile size.
Summary
Users get a lot of pride about differentiating their profiles from others. Unfortunately, they are running into issues trying to size an image that has a happy medium between to drastically different screen resolutions. This pull request is very unobtrusive to the UI and allows users to have more freedom over their own profile page customization. This is an easy win for an greatly improved end user experience on condenser.
