Art is a whole lot less about the medium it's in and more about the artist, history and how it came to be and the way people perceive it. 3d art feels very detached to most other forms of art due to several reasons but in my opinion, it's the consistency of a renderer vs the render of a person's imagination which is directly influenced by their own emotions and skill.
That being said 3d art IS art, it's just harder to get across a lot of the other necessary components and to give people that moment where they can suspend their disbelief in order to percieve greater meaning
