I think the downvotes are an essential feature for the network to sustain itself. There are way too many ways in which people or bots can manipulate the reward pool, whether it's just spam posts/ai text generated/plagiarised. Or just the previous vote bots which removed the core purpose of manual, human curation.
The downside to having the downvotes as a feature is that people naturally just disagree with each other on things sometimes. Some people will either abuse the downvotes out of spite, some people will find their own reasons to use the downvote feature where many others may not understand or support it. Hive has a very small number of users and that small pool of very different people just means different mentalities clash too often; it might be something that improves if/when Hive just finally finds its footing and builds a stronger userbase
