yes this is exactly what they are doing, filling the header with junk data which can then be read by special wallets to confirm if it has an Ordinal or rare sat. if they didnt fill up the header, the blocks would be smaller in size. So they are bloating the blockchain and creating massive amounts of UTXO because they doing this with transactions as low as 1 sat.. causing UTXO bloat..
