I don't see any evidence ubi would classify as a handout or welfare state program for many technical reasons

I will say big companies and there quest for corporate welfare has never stopped.

They are mega companies worth trillions begging for handouts of the public money and getting it

So it's even worse the public being taken advantage of without not one that benefits

Well I can only say I hope you edicted never need a safety net like ubi
