New rules for those posting tracks made with phone apps

We do not believe it is fair on the musicians who spend years perfecting their musical talent to use @MusicVoter to upvote music made on apps in a matter of hours. However we do want to support everyone who is making an effort to make music and who may progress on to bigger and better things in the future. So we will be using @MusicVoter2 to provide a similar service for those people from today.
