I found that the majority is going to new Zealand from the usA. And the major purchaser of gold from New Zealand is China. I wrote a little about it here if your interested. I could be wrong but I suspect they plan on crashing down the gold market to a degree for the sake of controlling other markets that will enable further advancements in military technology, surveillance, ai, data centers and more and also and improve China's economy.
