That person did have a token on Steem Engine that was supposed to be linked to a cryptocurrency, but when people tried to swap the token to equivalent amount in the cryptocurrency, they received nothing. A lot of wallet addresses were also deactivated because the official wallet required linking the wallet address to social media accounts, but the actual linking didn't work reliably.
