Random question: (I have gone searching, but can't find the answer): Are regular quest & season rewards also determined by league and/or CP?

e.g. X% chance of receiving gold/legendary, or even ANY, cards in bronze leagues... but 2X%, 3X% etc. for silver, gold and so on?
