Say under 50k HP? I would not consider that as a major stakeholder. That is like 0.025% of stake (currently powered up Hive), it is very little. Anything below 1M, I would not consider as a major stakeholder.

ocdb, curangel, appreciator, bdvoter. These curators send the rewards they earn to people that delegate to them. I don't know all of them. There are probably some out of the top 25 as well.

I think speed shouldn't affect it that much, as long as you offer the ad/pay to skip at the same rate to the user. An ad usually takes around 30 seconds. You can artificially make payment confirmation
