That is quite a serious housing issue over there. I thought that ours was more challenging here but after going through that I can see the differences.

Lands, rents and property ownership are quite affordable here and for anyone earning 30k minimum wage they can get a room for as cheap as 3k monthly...
The major challenge is that not many people have jobs or earn that amount in a month.
The other miscellaneous expenses makes it difficult for people to save up and build their own homes.

Government policies aren't really harsh here and the property owner is responsible for the quality of house he builds, people can build very cheap less quality houses based on their budget to avoid sleeping out and exposed to the weather elements.

If people have jobs and earn better wages here and with the less strict housing policy, it is possible for everyone to have a home here.

I certainly agree with your opinion that having a central housing policy is actually a good way out over there. The crisis is really that bad from what I have read.
