This sticker was located in Elephant & Castle in south-east London and anime fans will recognise this character here as Puar from the Dragonball series, the artist goes by the name Adam Kiyoshi Fujita and is describes as a "Brooklyn based neon wizard", this artist has mastered being able to create a neon effect in his work and it is mind blowing stuff, check out his Instagram to see more.
