This sticker has the looks of a 1980's leaflet that someone would get through the post about their local neighbourhood watch, and now after saying that i can see there is a connection between "neighbourhood watch" and the image here as the heads of the four well-to-do people have been replaced with watches, the artist goes by the name "Face the Strange" and their Instagram describes them as a "Greengrocer of the street" and "Social media influenza".
