I came across this sticker near to a popular skate park in Stockwell south-west London so i assume this group were on a visit from Cardiff in Wales, "Handy" is a a skateboard club/ store situated in Cardiff i don't know much about the skateboarding community but i get the impression that it is somewhat tight knit.
