I believe such steemit account will be unable to upvote

contents on steemit and that means they would not be able to earn curation rewards through upvotes but at

least the user can still make comments or blog posts,if a user has voting power that is below 2% what i will advice

him or her to do is that he or she should wait for a week so that by that time the voting power would have

automatically recharge back to 100% since it automatically recharges at 20% daily....

so after the voting power is restored back to its full capacity then the user can now begin to upvote contents again and earn curation rewards..
