I believe this is a hoverfly; its extra-large eyes look very similar to one, but at the same time I have seen many insects with large eyes like this. Many bugs have an almost 360-degree view so they can navigate the environment around them without any major blind spots. This one was intent on gathering some pollen from a wildflower, perhaps sipping on nextar as well to get energy and be able to go about its day.
