URL bar drop-down button focuses while hovering "newtabopen" button in tor browser

Expected behavior

The history button gets should not be focused while you hover the "opennewtab" button. Because the + button is for opening new tab and it has no relation with the history. That is why the history button should not get focused.

Actual behavior

The history button gets focused while you hover the "opennewtab" button.

How to reproduce

1. Open Tor browser
2. Then hover over the + button (which is the button for opening new tab in the browser)
3. Then look carefully the drop-down button of the end of the URL bar (it is the history button)
