"OPEN BRAVE SHIELDS PANEL" button in BRAVE browser
In a blank tab , the "OPEN BRAVE SHIELDS PANEL" button has fade color. After hovering the button, it shows that "OPEN BRAVE SHIELDS PANEL" tooltip. But in blank tab the button does not work. So, the tooltip should show that "BRAVE SHIELDS PANEL does not work in blank tab".
There will be many users who are using brave browser for the first time . The current tool-tip is not helpful for them . They will think that this button does not work. But, if the tool-tip shows "BRAVE SHIELDS PANEL does not work in blank tab" , then they will understand the situation .
