I'm not sure about the agenda part. My default bet is something like "complex system dynamics". Well... Seems possible though. :D I mean... of course there's an agenda. I personally have one, you mabye too, my boss definitely, governments, agencies, institutions,... I'm just not sure about how exactly they click together and driven by what dynamics. The outcome seems to be... meh.
