Update: ROI adjusted to minimum 2% && blacklist enabled

Recently @mitsuko had been configured to ROI minimum 2%, which mean bidder wouldn't get negative ROI.
In the event of current round full or ROI return to negative, bidder will automatically allocate to next round.

Secondly, blacklist has been enabled this will be depend on the list of flagged by:
