Do you also work while studying?

My daughter goes to university (Australia) and has a part time job, but most of her living expenses are paid actually through government youth allowance. She can only get this as a citizen or permanent resident who had been here a minimum of two years and I know many countries work this way, so I'm wondering if France also does or whether you are able to get government support.
